Richland improvement grant could help restaurant provide food for the eyes

Last year, the owners and manager of R.F. McDougall’s took a major step in improving their restaurant’s outdoor environment.
By expanding the deck that overlooks the Columbia River, as well as adding heat lamps to surround the enhanced outdoor seating, they anticipated business would pick up.
