Richland woman’s publication reaches out to help homeless pets

A picture of pretty, small black dog with long ears — maybe part spaniel — is featured in the top left corner of the eight-page newsletter called Mandy’s Message.
That’s Mandy. And she’s the only of the nearly 60 critters featured in the publication that’s not up for adoption.
She’s already taken.
