A Tri-Cities developer has filed suit against the current developer of the Horn Rapids community as well as its homeowners association over townhomes the former wants to build. The costs of that litigation could be passed on to HOA members.

A settlement has been reached in a years-long legal dispute over a townhome project at the Horn Rapids community northwest of Richland has reached a settlement that will reportedly not saddle any of the community’s residents with legal fees.
