Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Benton City
LCR Construction LLC has submitted plans to build a drive-thru eating and drinking establishment on the south side of East Jacobs Road. The building will be 1,000 square feet and the 0.42-acre site will include 10 new parking stalls with vehicle travel lanes and landscaping.
Kennewick
Mackay Sposito, on behalf of Benton County, has submitted plans to grade and construct a 369-stall parking lot at 1500 S. Oak St., Kennewick, where a parking lot already exists. The 5-acre asphalt parking lot will include 28 ADA stalls with 320 feet of improvements along Oak Street and an asphalt pedestrian area over the street. Stormwater facilities, perimeter improvements, concrete curb and gutter, landscaping, irrigation services, electrical work for new and revised parking lot lighting, and two CMU block walls are included in the project.
Kennewick
The city of Kennewick Public Works Department has submitted plans for several storm drain improvements to address drainage and flooding issues. The site at 4808 S. Washington St. has a proposed 100-by-8-by-6-foot infiltration trench with 92 feet of 18-inch storm pipe. The site at 4500 S. Dayton Court has a proposed 90-by-8-by-8-foot infiltration trench with 83 feet of 18-inch storm pipe. The southern side of West Fifth Avenue from South Nelson Street to South McKinley Street has a proposed 225-by-10-by-6-foot infiltration trench with 221 feet of 18-inch storm pipe. These projects will take place within city rights of way and existing easements.
Kennewick
The city of Kennewick has submitted plans to build a 150,000-square-foot greenhouse and 25,000-square-foot accessory structure at 60 S. Oak St. The accessory building will house dewatering equipment, an electrical room, laboratory and offices to process solids at the wastewater treatment plant (WWTP).
Prosser
Miguel and Samuel Orozco have proposed to rezone 1504 Wine Country Road from residential medium density to residential high density.
Benton County
Apostolic Lutheran Church has submitted plans to build a 12,792-square-foot church and an 85-space parking lot at 33203 S. Clodfelter Road.
Benton County
JUB Engineering has submitted plans to expand an existing quarry south of Highway 397 and west of Badger Canyon Road. The expansion will increase the mining area and add to quarry operations. Future development will include an office, shop, warehouse, landscape/hardscape materials sales yard, storage, gravel washing and vehicle parking.
Richland
City of Richland Public Works has submitted plans for the phased installation of a 24-inch sewer line with the first phase extending north from Battelle Boulevard to Horn Rapids Road and then east toward Stevens Drive. The second phase will extend about 2,600 feet north from Horn Rapids Road with east and west extensions installed about 2,100 feet north of Horn Rapids Road.
Kennewick
Chick-fil-A has submitted plans to build a 4,927-square-foot fast food restaurant with 99 parking stalls at 7009 W. Canal Drive on about 2 acres of land. The location is zoned commercial, regional.
Benton County
Raeder Zone Change has submitted plans to rezone 14 parcels at 331 S. Oak St., Kennewick, from light industrial to the urban growth residential district.

Knutzen Engineering has submitted plans to subdivide 24.13 acres at 240 E. 49th Ave. into 78 lots and two tracts.
West Richland
Following the drilling of a new well in late 2023, the city of West Richland has submitted plans to install 4,600 linear feet of water transition pipe to connect the well to the city’s water distribution system. The project would take place along Collins Road between Astoria and Bombing Range roads. Plans include the replacement of 1,000 linear feet of PVC pipe through Flat Top Park and Bombing Range and 3,600 linear feet of AC water main along Collins Road from Bombing Range to 54th Avenue to the existing Flat Top reservoirs.
The project calls for demolishing the old well house and building a new concrete masonry unit well house with a metal roof. The building would house the well pump and piping. The well site would include water treatment equipment, an infiltration pond and an evaporation pond.

Columbia Valley Property Holdings LLC has submitted plans for the mass grading of the Queensgate South Development at 2155 Keene Road.
Richland
Knutzen Engineering has submitted plans to build nine mini-storage buildings of various sizes and an office building at 1975 Hagen Road. The total square footage of the proposed buildings is about 43,000 square feet. There will be associated parking and improvements.

Tri-City Engineers has submitted plans to build a 4,800-square-foot post-frame building with utility service extensions and a parking lot at 2004 Saint St. The building will consist of a 1,200-square-foot office space and a 3,600-square-foot RV maintenance shop.
Kennewick
Tri Cities Development LLC has submitted plans to import 96,983 cubic yards of fill from the Apple Valley Subdivision to level and grade 18.8 acres at 2716 S. Sherman St. The property is zoned residential, low.
Pasco
Robert McLeod with Knutzen Engineering has submitted plans for a 10,300-square-foot private airplane hangar on Rickenbacker Drive, adjacent to 3025 and 2935 Rickenbacker Drive.
Pasco
Robert McLeod with Knutzen Engineering submitted plans to build a two-pump fuel station with a canopy and an underground fuel storage tank at 1504 W. Sylvester St., a site already developed with a convenience market. The project includes 100 cubic yards of excavation for the fuel tank.
Franklin County
Harms Engineering has submitted an application for a shoreline permit to build two docks, ramps and piers meeting the requirements of the McNary Shoreline Management Plan. The property is at the west end of West Court Street, and the project would involve the construction of a 4-by-4-foot concrete pier, two 160-square-foot private docks and the installation of two 4-by-70-foot-long ramps.

EM Drywall LLC has submitted plans to construct a 2,800-square-foot building at 1505 E. Spokane St. to be used for a drywall business. The area is currently vacant, and the proposal includes site improvements.
Pasco
Dave Greeno, on behalf of Big Sky Developers LLC, has submitted plans to subdivide 42.01 acres, zoned R-3, into 190 single-family residential lots and 86 multifamily dwelling units. Typical street and utility improvements will be installed to support the subdivision. The property is north of Burns Road, east of Convention Drive and west of Robert Wayne Drive.
Pasco
Paul Knutzen has submitted plans to build a 14,400-square-foot gymnastics academy on the west side of Convention Drive, 900 feet north of the intersection of Burden Boulevard and Convention Drive. The Mid-Columbia Gymnastics Academy project will include 5,000 cubic yards of grading, a parking lot, sidewalks on-site and off-site frontage improvements such as sidewalks and road construction.

Dennis W. Dean of KDA Architecture, on behalf of CBHA Pasco Clinic, has submitted plans to develop a 28,800-square-foot, two-story medical clinic. The site is at the northeast corner of North Road 68 and Three Rivers Drive. The project includes parking, driveways, sidewalks and landscape areas, as well as public road improvements and public utility extensions. Plans for future expansion include a 6,300-square-foot third medical suite and a 1,700-square-foot dental clinic.

ADT Construction has submitted a conditional use permit application to build a 24-foot accessory structure at 2704 Road 64. This height is a deviation from accessory structure standards in the Suburban 20 zone, which limits the maximum accessory building height to an average of 18 feet.

Benjamin Bauman has submitted a conditional use permit application to build an irrigation store at 3811 N. Glade Road, a parcel with split zoning, agricultural production 20 and general industrial.

Victor Rodriguez has submitted a conditional use permit application to convert an existing home under 1,600 square feet at 140 Radar Hill Road, Othello, into a detached accessory dwelling unit. This action would take place after the construction of a new single-family home.

Hogback Three Rivers LLC has submitted plans to build an 11,600-suqare-foot medical office/kidney treatment center and a 6,200-square-foot office/retail building with parking at the northeast corner of Road 76 and Three Rivers Drive.

Brian Farley with WCHS Inc. has submitted a special permit application to operate a full-service outpatient behavioral health care clinic, including the treatment of addiction rehabilitation and related office uses. The clinic would take up 3,780 square feet in suites 103 and 104 of an existing multi-tenant building at 3130 Varney Lane.
