$9.3M in additional capital funding coming to Tri-Cities

Gov. Bob Ferguson and the Legislature are at odds over the budget, with Ferguson saying the Legislature’s proposals rely too heavily on new tax revenue.

HVAC replacements for schools and the Toyota Center, canal improvements and cleanup of a massive tire pile north of West Richland are among the capital projects that will receive state funding after being included in the Legislature’s supplemental capital budget. 

State Reps. April Connors of Kennewick and Stephanie Barnard of Pasco, along with state Sen. Matt Boehnke of Kennewick, said in a joint release that funding, secured during the recent 2026 legislative session, now bring the region’s capital funding to $100 million for the 2025-27 biennium. 

“From housing and behavioral health to schools, community facilities, infrastructure and public spaces, these are the kinds of investments that will help our communities meet current needs and plan for future growth,” their joint statement said. “Together, these investments will strengthen communities, support local jobs, improve safety and reliability, and help ensure ... the Tri-Cities region continue to grow in a way that serves families, workers and future generations.” 

The funded projects are:  

  • $3.2 million, Twin Bridges Road tire pile cleanup. 
  • $1.5 million, Finley School District high school HVAC replacement, including water-source heat pumps. 
  • $1.5 million, West Richland homeownership project with Tri-County Partners. Habitat for Humanity to build 18 affordable, owner-occupied townhome duplexes  
  • $1 million, Pasco Regional Police Academy improvements.   
  • $600,000, City of Richland fiber hut HVAC replacement, supporting critical broadband infrastructure for city operations and school districts. 
  • $447,000, Kennewick Irrigation District main canal lining.   
  • $309,000, Toyota Center HVAC system and security upgrades.  
  • $258,000, Port of Pasco Symbiosis Park North American analysis.   
  • $258,000, Port of Pasco Reimann Expansion engineering master plan.   
  • $150,000, Richland Transitional Veterans Home renovation of shared living spaces, including kitchens and bathrooms. 
  • $93,000, Kennewick Activity Center asbestos abatement.
