The organization representing retailers across the state has set its legislative goals ahead of the 2026 legislative session, saying it is focusing on helping its members overcome rising costs, an uncertain economy and a plethora of state and federal regulations. 

“Declining competitiveness rankings underscore the urgency of restoring a business climate that supports growth, investment and statewide economic resilience,” the Washington Retail Association said in a statement. “The 2026 legislative session offers both challenges and opportunities to advance balanced, predictable policies that strengthen public safety, ensure fair competition, and foster innovation and job growth.” 

Among the highlights of WRA’s priorities for the coming session: 

• Restraint in new taxes and fees, stronger accountability for state spending and more transparency in fiscal notes and public information. 
• Addressing persistent retail theft via tougher penalties for repeat offenders, improved data sharing and grants to help small businesses invest in theft prevention. 
• Support a balanced approach to artificial intelligence, with regulation focused more on high-risk applications rather than broad limitations. 
• Mitigate high labor costs for employers, from wage compression to rising costs of unemployment insurance and paid family medical leave rates. 
• Protect consumers against deceptive practices while preventing duplicative or ambiguous regulations that create uncertainty and increase costs.
