
Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Kennewick
Knutzen Engineering has submitted plans to rezone four lots at 2109, 2117, 2123 and 2207 W. 21st Ave. from residential, suburban to residential, low density.

Knutzen Engineering has submitted plans to build a 31,000-square-foot business complex with associated site improvements at 9757 W. Clearwater Ave.
Benton County
MasTec Network Solutions has submitted plans to build a new communication facility at 89303 W. Sellards Road, Prosser, to include a 36-by-58-foot concrete pad, two 12-by-36-foot equipment shelters, a concrete sidewalk and entry pad.
Benton County Clean Air Agency
Grain Handling Inc. is proposing to build a corn steam flaker facility at 190814 Plymouth Industrial Road, Plymouth, triggering a review of the proposal by Benton County Clean Air Agency under Washington Administrative Code. The flake mill will consist of conveyors, flaking equipment and boilers. The end product will be steam-flaked corn for cattle feed.
West Richland
Kadlec Regional Medical Center has submitted an application to develop the vacant 1.8-acre property at 4100 Keene Road into a new medical clinic. The proposed improvements will include a 14,765-square-foot medical clinic and associated site improvements. The project also will involve the construction of associated parking, interior drive aisles and utility services. The property is zoned commercial limited.

Adam Diaz has submitted plans to rezone a lot at 1200 N. Irving Place from commercial, office to residential, low density.
Pasco
Scot Hanson has submitted plans to rezone 1.5 acres of land at 1925 Road 40 from suburban to low-density residential. The property currently has a house and accessory structures. After the zone change, proposed plans are to demolish the structures and short plat the property into seven lots. No subdivision of land or building permits have been submitted at this time.
Pasco
Jason Spence and Brock Argyropoulos of Pahlisch Homes Inc. have submitted plans to build an amenity facility within the Solstice community at 6102 Road 119. The proposed facility will include an outdoor swimming pool, an exercise room, a community room and covered outdoor gathering spaces. The interior covered floor area is planned to be 5,596 square feet, with a total covered area of 6,380 square feet.
Pasco
The Port of Pasco has submitted plans to place and compact 92,000 cubic yards of soil between West Argent Road and Rickenbacker Drive, and between Morasch Lane and Varney Lane. The area is 8.7 acres and will be filled to a depth of about 3 feet. The work includes all associated improvements for utilities, drainage and erosion control measures necessary for the project.

James Alford has submitted plans for a new 31,002-square-foot hangar and office space at 2901 Rickenbacker Drive. The hangar will be 21,846 square feet and the office will be 9,013 square feet.
Pasco
John Fetterolf has submitted plans for grading improvements and the construction of a four-building, 22-unit multifamily apartment complex east of Midland Lane and north of Sandifur Parkway. The site is 1.17 acres.
Pasco
Jaime Washington has submitted plans to grade a site and build two new potato storage buildings totaling about 75,000 square feet on Industrial Way north of Rainier Avenue and south of East Foster Wells Road. An additional two buildings may be built during a later phase. The project will include all associated improvements for utilities, drainage and erosion control measures.
Franklin County
OneEnergy Development LLC has proposed to build and operate a 10 MW solar voltaic facility on up to 80 acres of land along Nordheim Road east of Connell. This proposed land use action is allowed with a conditional use permit. The zoning on the site is split between general industrial and agricultural production 40.
Franklin County
Harpster Land Development has submitted plans for the development of a single-family residential planned unit development subdivision southwest of Columbia River Road, west of Fraser Drive and north of Selph Landing Road. The two parcels total about 151.99 acres, and the proposed PUD is for the development of 123 single-family residential lots with an average lot size of 0.86 acres. The area is zoned rural community 1.
Pasco
Scott Sumner has submitted plans to build a 4,688-square-foot building to include a 2,552-square-foot drive-thru at 7406 Three Rivers Drive. Work will include all associated improvements for utilities, drainage and erosion control measures.
WA Department of Ecology
BNSF Railway Company has submitted plans to build about 1.26 miles of new siding tracks adjacent to and west of existing BNSF main line track south of the city of Connell. The project aims to improve, expand and connect the existing BNSF Connell Yard track lead to a larger interchange yard to the west and southwest of the existing tracks.
Pasco
Shane O’Neill with Clover Planning & Zoning LLC, on behalf of Jesus Higareda Diaz, has submitted plans to rezone the northern part of a parcel south of West Sylvester Street near the intersection with North 20th Avenue from retail business to mixed-use.
Walla Walla County
Knutzen Engineering has submitted plans to build a 52,800-square-foot plastic pipe manufacturing facility and additional site improvements at 1181 Railex Road, Burbank. The site is in the industrial agriculture mixed zoning district.
