Planning underway for subdivisions, coffee shop, nursery

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.

The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.

Here’s a look at projects that appeared in the SEPA register in the past month. 

Prosser subdivision

Prosser

Green Plan Construction LLC has submitted plans for a six-lot subdivision and road dedication at 205 Old Inland Empire Highway. Lots two through six will be rezoned from residential medium density to commercial general. A proposed development agreement will establish timelines for construction of public improvements, including streets, lighting and utilities.

Steptoe Street fill

Richland

Nick Wright has submitted plans to place about 5,500 cubic yards of material at the intersection of Tapteal Drive and Steptoe Street from an adjacent intersection development project.

Stevens Drive building

Richland

Knutzen Engineering has submitted plans to construct a 25,000-square-foot steel building at 2505 Stevens Drive. The building will have a main floor and mezzanine, and construction will include associated on-site parking and utility improvements.

Columbia Center Boulevard widening

Kennewick

The city of Kennewick has submitted plans to grade and construct a third northbound and southbound traffic lane on Columbia Center Boulevard from Deschutes Avenue to Quinault Avenue. The construction includes sidewalks, curbs, gutters, storm drainage and traffic signal revisions.

Lexar Homes rezone

Kennewick

Lexar Homes of TC has proposed a Comprehensive Plan map amendment to change the land use designation of 1200 N. Irving Place. The 0.55 acres will be rezoned from commercial to low density residential.

Jones rezone

Kennewick

Douglas Jones has proposed a Comprehensive Plan map amendment to change the land use designation of 2219 W. 13th Ave. The roughly 0.5 acres will be rezoned from low density residential to medium density residential.

Bruce warehouse

Kennewick

Knutzen Engineering has submitted plans to grade 5003 W. Brinkley Road and build a new 26,100-square-foot warehouse facility with a loading dock and associated parking.

The Bluffs preliminary plat

West Richland

PBS Engineering and Environmental has submitted a preliminary plat application on behalf of Frank Tiegs LLC to divide 103.96 acres into 406 parcels. The proposed subdivision, west of the intersection of Ruppert and Van Giesen roads, will be completed in nine phases. The average lot area is 7,120 square feet and the property is zoned medium density residential.

Hendrickson short plat

Benton County

Anthony Hendrickson has submitted a proposal to short plat a 44.77-acre parcel at 62783 E. Grover PR NE into three lots.

Steptoe rezone

Kennewick

Knutzen Engineering has proposed a Comprehensive Plan map amendment to change the land use designation of 803 S. Steptoe St. The 1.13 acres will be rezoned from low density residential to industrial.

Wamba Meadows

Prosser 

Hayden Homes LLC has proposed a 165-lot subdivision for mixed-use residential housing on 28.92 acres of undeveloped pasture west of Wamba Road, north of Highway 82 and south of Johnson Road. The project includes storm water retention ponds, public road and an emergency fire access road. Hayden Homes is proposing payment in lieu of construction of a neighborhood park. Thirty-two lots will be deed-restricted for 20 years as part of the affordable housing incentive program.

Portable rock crusher

Benton County Clean Air Agency

Mad Dad Leasing has proposed the permitting of a portable rock crusher at 224905 E. Bowles Road, Kennewick, for the purpose of crushing concrete.

Wake-Up Call

Richland

Clover Planning & Zoning has submitted plans to develop a 0.36-acre site at 590 Gage Blvd. with a 500-square-foot drive-thru cafe. The project will include paving and landscaping.

Rental car facility

Pasco

Don Faley from the Port of Pasco has submitted plans for a rental car quick turnaround facility at 3601 N. 20th Ave. The project includes 12 fueling stations with a canopy, a new road connecting the existing car rental parking lot to the new facility and various site improvements. The project is east of the airport entrance.

Desert River Farms LLC

Franklin County

AHBL has submitted plans to subdivide a 40.74-acre parcel into 11 new lots averaging 3.7 acres in size. The property is east of Glade North Road, north of West Vineyard Drive and west of Highway 395, and it is zoned general industrial.

Crossings at Pearl Street

Pasco

Nathan Machiela with Barghausen Consulting Engineers has submitted plans to plat 71 new residential lots within the medium density residential zoning district southeast of the intersection of West Pearl Street and North Fourth Avenue. The lots will be developed with attached single-family dwelling units and the project will include construction of new roadways and associated site improvements.

Accessory structure deviation

Franklin County

Harpster Land Development has submitted an application for a deviation to the accessory structure standards in the rural community 1 zone. The request is to allow an accessory structure exceeding the maximum building height of 18 feet from the midpoint of the roof to be placed within the front yard area of 461 John Mullen Trail.

Sundance Residential Care

Pasco

Sundance Residential Care has submitted plans to operate a “Community Service Level Two” facility at 1620 Road 44. The enhanced service facility would be about 9,000 square feet in size and would include 16 live-in resident beds, a residential style kitchen and several gathering areas for activities. The project also includes a parking lot, sidewalks, landscaping and stormwater retention facilities.

20th Avenue business complex

Pasco

Barghausen Consulting Engineers has submitted plans to construct four new commercial buildings, associated parking, landscaping, utilities, EV parking, ADA accessibility routes and a trash enclosure on 20th Avenue between Argent Road and Saint Andrews Loop. Building A is 6,200 square feet, and buildings B, C and D are 6,156 square feet each.

Cell tower installation

Franklin County

Ryka Land Services has submitted a conditional use permit to install a new cell tower south of Pasco-Kahlotus Highway and east of Martindale Road. The project would include a new 154-foot monopole tower that will support up to four cell carriers, security fencing, a gravel access road with fire apparatus turnaround and an emergency back-up generator in event of a power outage.

Market North Co.

Franklin County

Brad and Brittany Tapani have applied for a conditional use permit to establish a nursery/garden business specializing in the cultivation and sale of potted plants at 270 Helm Drive, Pasco. A secondary building on the premises will accommodate retail sales of complementary merchandise, local gifts and other related items. The area is zoned agricultural production 20.

Detached ADU

Franklin County

CAD Homes LLC has applied for a conditional use permit to allow for the construction of a detached accessory dwelling unit at 170 Schultz Road, Pasco. The detached ADU will be approximately 1,598 square feet and will provide sufficient housing for an aging landowner and a caretaker.

Kohler Estates

Franklin County

Big Sky Developers has submitted plans to develop a single-family residential planned unit development subdivision on two parcels totaling 50.06 acres. The proposed development is for 60 single-family residential lots. The parcels are west of Fraser Road and north of Burns Road and are zoned rural community 1.

K & S Family Enterprises LLC warehouse

Pasco

K & S Family Enterprises LLC has submitted plans to build a 24,000-square-foot warehouse on Wyoming Avenue, south of East James Street and north of Superior Street.

Osprey Pointe rezone

Pasco

JMS Development LLC has submitted plans to rezone parcels C, D and E of 904 E. Ainsworth Ave., 1110 Osprey Pointe Blvd. and 1740 E. Dock St. from heavy industrial to mixed used. The three parcels total about 55 acres. Future mixed-use development, to include a hotel, marketplace and amphitheater, is planned.

9903 W. Court St. plat and rezone

Pasco

On behalf of Haven Capital LLC, Cody Fielding has submitted plans for a 14-lot preliminary plat at 9903 W. Court St. The land will be rezoned from suburban to low density residential. Right of way vacation also has been requested in conjunction with the plat and rezone applications.
