Plans filed for decommissioning Lamb Weston plant, more lights at raceway, rezoning

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia. 

The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties. 

Here’s a look at projects that appeared in the SEPA register in the past month.

Jiujitsu academy

Benton City

Nolan Mulvaney has applied for a conditional use permit to open a martial arts studio in a portion of an existing building at 1560 Dale Ave., in an industrial zone. The proposed facility will involve Brazilian jiujitsu instruction, martial arts training, youth and adult classes, fitness conditioning, and related educational and recreational activities. No exterior modifications to the site or structure are anticipated, and existing parking and utilities will be used.

Sodium permanganate facility

Richland

Morrison Maierle Inc. has submitted plans to build a permanent sodium permanganate storage and feed facility near the Snyder Intake at 1 Snyder St. The project will include installing a backup power generator, and all the work will take place on the existing paved surface of the intake facility.

Red Mountain Event Center/Tri-City Raceway

West Richland

Red Mountain Event Center LLC has submitted plans to modify its previous conditional use permit to increase lighting at 8280 W. Van Giesen St. The site is zoned combined commercial/light industrial use.

Pringle Heights II

Kennewick

Harpster Land Development has submitted plans to rezone 48.94 acres at 5155 S. Olympia St. from residential suburban to residential low density.

Columbia Crest Winery

Benton County

Columbia Crest Winery has submitted plans to repair an existing wastewater pond at 178818 Highway 221 in Paterson. An existing winery wastewater pond, initially constructed in 2000, will be drained into another pond. The solids, liner and contaminated soil will be removed, and the pond’s liner will be replaced with a new one to continue use moving forward.

Ben Franklin Transit structures

Richland

Knutzen Engineering has submitted plans to build two accessory structures at 1000 Columbia Park Trail. One will be about 4,000 square feet and will be used as a cold storage warehouse, while the second building, about 3,150 square feet, is proposed as a paint spray room with support spaces. Both will be to the north of the existing main maintenance building.

High Dock improvements

Richland

PND Engineers, on behalf of the Port of Benton, has applied for a shoreline management substantial development permit to deploy zero-emission shoreside power infrastructure and expand existing mooring capacity at the High Dock at 3420 George Washington Way. The project will help meet the current and future needs of maritime customers and accommodate additional vessels.

Construction will use both land-based and barge-mounted equipment. Parts of the existing site will be demolished to facilitate the new construction of the barge complex.

New electron beam sterilizer

Benton County Clean Air Agency

GT Medical Technologies has proposed to add one MeV electron-beam sterilizer to its existing facility at 350 Hills St., Richland. This project triggers a review by the Benton County Clean Air Agency. The sterilizer creates ozone as a byproduct, which will be filtered and controlled through an ozone destructor before being exhausted into the environment.

Farmland Reserve substation

Benton County

Farmland Reserve Inc. has submitted plans for a new electrical substation at 184301 S. Plymouth Industrial Road in Paterson. The project includes subgrade preparation and associated grading and infrastructure, with 16,000 cubic yards of cut and 23,000 cubic yards of fill.

Freeman rezone

Franklin County

Brian Freeman has submitted plans to rezone a 5-acre parcel at 271 Larkspur Road from rural community 5 to rural community 1.

Lamb Weston Connell phase 2

Franklin County

Fisher Construction Group has submitted plans for the second and final phase of the Lamb Weston Connell plant decommissioning at 405 Buehler Lane, Connell. This phase includes removing existing clarifiers, silt bunkers and associated pump houses and electrical buildings. All existing inlet and outlet lines will be cut and capped. The remaining clarifier holes will be graded with crushed concrete from the demolition of the main plant. Existing pump stations and the pump house will be demolished, and that demolished concrete will also be crushed and used for grading.

The existing wastewater storage ponds will be decommissioned. All remaining water in the ponds will be applied on the land, existing liners will be removed, and all ponds except the wastewater storage ponds will be graded. The wastewater storage ponds will remain and monitoring requirements will be in place.

Organic materials will be removed from the existing man-made wetlands and will be stockpiled in one of the ponds until the land application permit has been approved. Liners will be removed from the pond and berms will be knocked down and graded.
