

The city of Pasco has announced three finalists for its city manager position, and the public is invited to meet them at 7 p.m. July 13.

Harold Stewart
Formal interviews with the candidates will be held the following day with city staff, council members and the public.
Finalists for the position are Harold Stewart, David Stockdale and Eric Swanson.
Stewart has more than 20 years of public service, including 12 years in city management. Most recently, he was the city manager for Warrensburg, Missouri, for six years, and he is currently the city manager for Minot, North Dakota. He has a bachelor’s degree in political science and a Master of Public Administration from the University of Kansas.

Dave Stockdale
Stockdale has more than 18 years of public service experience across state, county and city government, with the past nine years as a chief executive. Stockdale served as city administrator for Prosser and is currently the city manager for Umatilla, Oregon. He resigned from his position in Prosser after an investigation revealed $361 in unpaid Washington state sales tax, according to a 2018 Tri-City Herald article.
He has a bachelor’s degree in political science from Brigham Young University Hawaii and a Master of Public Administration from the University of Oregon.

Eric Swanson
Swanson is a retired Air Force Colonel with more than 30 years of leadership in city management, emergency response, economic development and infrastructure development. He currently serves as city manager for Phoenix, Oregon, a position he’s held since 2020. He has a bachelor’s degree in criminal justice and a Master of Public Administration from the University of South Dakota.
Currently, Dave Zabell is serving as Pasco’s interim city manager. Zabell served as Pasco’s city manager from 2014 to 2022 before retiring.
Adam Lincoln last served as city manager before joining the Port of Pasco as its executive director earlier this year.
