

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Kennewick
The city of Kennewick has submitted plans to remove and dispose of the existing 15-inch concrete sewer pipe along West Canal Drive between North Olson Street and North Neel Street and install a new 24-inch PVC sewer pipe along the same alignment. Temporary bypass pumping will be required during construction, and pavement and striping restoration will take place as part of the project.
Department of Fish and Wildlife
The Washington Department of Fish and Wildlife has submitted plans to install two silt curtains along the Columbia River. The first one will be installed at the confluence of the Columbia and Yakima rivers, about a mile west of the Highway 240 bridge in Richland, to minimize in-stream suspension of fine silts and clays. The curtain will be a flexible barrier that floats on the surface and hangs vertically to the substrate, where it will be anchored or weighted to remain in place. The curtain will be put in place in a sweeping motion to exclude any fish from the enclosed area. The curtain will remain in place for up to one year.
A second silt curtain may also be installed at the secondary location on the downstream side of Clover Island.
Benton City
Paul Ilin has submitted plans to combine parcels at 109 and 107 Abby Ave. and rezone them to commercial zoning. No physical site alteration is proposed.
Benton City
Ken Bricker has submitted plans to rezone 1 acre southeast of Dinah Lane from suburban to residential. No physical site alteration is proposed.
Kennewick Irrigation District
Kennewick Irrigation District has submitted plans to build a new turnout with a 16-inch diameter delivery pipeline to supply the increased demand of the Clodfelter pump station. The new turnout is planned to be constructed near the existing turnout adjacent to the Clodfelter Bridge crossing of the KID Main Canal and will match the reshaped canal prism constructed with canal lining activities and have an updated design to take advantage of the entire water column of the reshaped canal.
Benton County
Larry and Tracy Daudet have applied for a shoreline substantial development permit to build an access path and water pump station at 26914 N. Salmon Run PR NW, Prosser, to withdraw water from the Yakima River for irrigation.
Richland
The city of Richland is proposing to adjust the boundaries of the Urban Growth Area (UGA) during the city’s comprehensive plan periodic update. The city proposes the removal of about 140 acres of undeveloped land owned by Benton County, which is part of the Badger Mountain Centennial Preserve. Also proposed is the addition of about 190 acres of land in agricultural production owned by Frank Tiegs LLC at 12702 N. Dallas Road and about 254 acres of land east of Interstate 82, west of Southgate Way and north of Reata Road that makes up the Harvest Ridge Subdivision, as well as land owned by the Kennewick School District.

AHBL Engineering has submitted plans to rezone 3805 S. Vancouver St. from residential suburban to residential low density. A plat is also proposed to create 18 lots for single-family housing on a 4.61-acre parcel.

Clover Planning and Zoning LLC has submitted plans to build a 7,500-square-foot retail building containing a 4,100-square-foot convenience store with a drive-thru and two additional tenant spaces at 311 S. Columbia Center Blvd. There will also be a 2,700-square-foot canopy covering five fuel pumps.
Franklin County
White Bluffs Dairy LLC has submitted plans to expand and reconfigure the existing 700-cow milk dairy at 6201 N. Wahluke Road, Mesa, to accommodate 9,500 cows. The current milking parlor, animal corrals, cow shade and other miscellaneous outbuildings will be demolished as part of the project. About 113 acres of feed crop production ground will be converted to dairy production ground.
Also proposed is a 57,000-square-foot milk parlor building, 12 open-lot corrals, six 1,100-foot-long concrete lanes for each feed alley, expansion of five existing 6,000-square-foot free stall barns, a 12,800-square-foot commodity barn with maintenance shop facilities, two 10,000-gallon diesel fuel above-ground storage tanks, a paved driveway and parking area with about 20 spaces, a liquid manure processing and storage system and a manure solids and compost storage area.
Franklin County
Craig Erdman, public works director and county engineer for the Franklin County Public Works Department, has submitted plans to replace the Glenwood Road bridge, which spans the South Columbia Irrigation District’s Ringold wasteway irrigation canal on Glenwood Road, 10.8 miles west of Highway 395 and 0.8 miles east of the Columbia River. The existing single-span bridge is about 94 feet long and 25.5 feet wide and made of timber stringers supported by spread footings. It will be replaced by a single-span bridge with a steel structure or precast, prestressed concrete girders. The bridge will be supported by cast-in-place abutments founded on driven pipe piles. The new bridge will be about 100 feet long and 30 feet wide.
Pasco
Amanda Whitehead with Knutzen Engineering, on behalf of the Pasco School District, has submitted plans to modernize Pasco High School’s A Wing Building. The proposal will completely modernize the building at 1108 N. 10th Ave. and provide it with all new utility services so that it can remain operational while future modernization of the remainder of the high school occurs. The project includes repaving the area within the fenced enclosure north of the A Wing, removing the existing storage building within the enclosure and building a new storage building about 3,100 square feet in size. A covered storage area will also be built along the entire north face of the A Wing, about 5,000 square feet in size.
Pasco
Shane O’Neil has submitted plans for a three-building, three-story, 82-unit multifamily apartment complex at 909 N. Third Ave., including a clubhouse and recreation amenities.
Franklin County
Coulee Flats Dairy has submitted plans to build a 30,116-square-foot pre-engineered steel building at 1170 Pepiot Road, Mesa, to be used for agricultural storage.
Franklin County
James Alford has submitted plans to grade about 100,000 cubic yards, build a paved road approach and gravel access roads, and install power and communications infrastructure at 2219 Selph Landing Road, Pasco.
