

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Richland
The city of Richland’s Public Works Department has submitted plans for the Duportail Street Corridor Improvement project. The project will convert the intersections at Duportail Street and Kennedy Road and Duportail Street and the Vintner Square driveway from partially stop controlled intersections to multilane roundabouts. The project will also add turn lanes at the intersection of Duportail Street and Queensgate Drive. There will be one new right turn lane for southbound traffic on Duportail turning west onto Queensgate and one new left turn lane for eastbound traffic on Queensgate turning north onto Duportail. An access control median will also be added along Duportail between Keene Road and Queensgate Drive to limit the opportunities for left turns, improving the safety of the Duportail corridor.
Benton County
Meier Enterprises Inc. has submitted plans to build an 11,500-square-foot research facility at 127124 N. Route 10, Richland. The project will include excavating 243 cubic yards, with 31 cubic yards of fill.
Kennewick
Knutzen Engineering has submitted plans to build Parking Lot E for the Three Rivers Convention Center at 6941 W. Grandridge Blvd. The lot will have 470 stalls.
Kennewick
Mitchell Creer LLC has submitted plans for a planned residential development on 152 acres. The site, east of Clodfelter Road and south of Bob Olson Parkway, will have 1,333 multifamily units, 445 townhomes, 100 large-lot single-family homes and commercial buildings.
Richland
Reid Lunde has submitted plans to build a 12,032-square-foot pre-engineered metal building with a main shop and three tenant spaces at 2589 Robertson Drive. Site improvements, including a parking lot, will be part of the project.
Benton County
Israel Jimenez has submitted plans to operate an auto body paint and repair shop in an existing 1,200-square-foot building at 56803 N. Frazier Road, Benton City.
Benton County
Knutzen Engineering has submitted plans to build a 52,322-square-foot indoor pickleball facility with a 131-stall parking lot at 107855 E. Detrick PR SE, Kennewick.
Kennewick Irrigation District
Kennewick Irrigation District has submitted plans to bypass a portion of the Highland Feeder Canal in concurrence with development. In the first phase, a portion of the Division IV Canal will be raised, widened and lined. A portion of the Highland Feeder Canal will be decommissioned, and pipelines larger than 12 inches in diameter will be installed to supply the existing 1.8 Rehab Pump Station and the remaining portion of the Highland Feeder Canal not bypassed by this project.
The second phase will widen and line the remaining portion of the Division IV Canal up to the Irving Street crossing. Both phases will also install new concrete turnouts.
Benton County
Lighthouse Limited LLC has submitted plans to short plat a 2.3-acre parcel and a 1.14-acre parcel at 4506 and 4512 S. Bermuda Road, Kennewick, into three lots.
Kennewick
The city of Kennewick has submitted plans for the two-phased construction of a large transmission water line in South Olympia Street from West 10th Avenue to West 36th Avenue, and in West 19th Avenue from slightly west of South Olympia Street to South Garfield Street.
Benton County
Beauchamp for Benton County has submitted plans to grade and build a gravel parking lot at 69800 Keene Road, West Richland. The project will include 1,245 cubic yards of fill and 354 cubic yards of cut.
West Richland
Inland Group LLC has submitted plans to build a multifamily residential development at the intersection of Belmont Boulevard and Kona Drive. The development will include 264 total units, a clubhouse, a pool, access drives, parking and associated infrastructure. Kona Drive will be extended along the frontage of this lot.
Richland
PBS Richland has submitted plans to build a 50,400-square-foot health care/fitness center at 1336 Spaulding Ave. The project will include parking, pedestrian access, landscaping and other amenities.
Richland
The Port of Benton has submitted plans for site improvements at 2579 Stevens Drive. The improvements will take place in phases and will include demolishing an existing 6,700-square-foot office space, building one or two new 18,000-square-foot office spaces, and upgrading the rail facility’s electrical, HVAC and drainage systems and associated remodeling.
Benton County Clean Air Agency
Northwest Pipeline LLC has submitted plans to replace aging vaporizers at 42612 E. Christy Road in Plymouth with four new vaporizers. Approval from the Benton County Clean Air Agency is required.
Franklin County
Land Water Sky LLC has submitted plans to demolish an unused winery facility and maintenance building along Levey Road, west of the Snake River and southeast of Pasco-Kahlotus Road. The project will consist of grading activities to build an 18-hole golf course, with earthwork to include shaping fairways, greens, tees, on-site irrigation ponds and the realignment of Levey Road. About 97,904 cubic yards of balanced cut and fill will be needed, with no import or export of soil anticipated.
Under a separate application, Land Water Sky LLC has submitted a proposal for a special use permit allowing an 18-hole golf course and future amenities, to include building a clubhouse; a restaurant; member and guest locker rooms including storage, showers, a changing area for guests, and cart storage for approximately 50 golf carts; 15 stay-and-play cottages with four bedrooms per unit; two comfort stations; an irrigation pump house; a 10,000-square-foot maintenance building; and a parking lot with about 200-250 parking spaces.
Pasco
Peter Harpster of Harpster Land Development has submitted plans for a subdivision of 873 single-family detached homes on 156 acres north of Burns Road, west of Broadmoor Boulevard, south of the future Dent Road, and east of future Dent/Fraser Road. The proposed development will be built in 10 phases and improvements include mass grading, construction of public roads, and the installation of water, sewer, irrigation and communication and power infrastructure. The project also will include multiple public pedestrian pathways to enhance walkability within residential blocks and a 2-acre park to be maintained by the homeowners association.
Pasco
Walsh Group has submitted plans to rezone 11.96 acres of land south of Burns Road and east of future Road 108 from residential transition to high density residential. The land will be subdivided to create 94 single-family residential building lots and related infrastructure.
Pasco
Big Sky North has submitted plans to subdivide a parcel on the west side of Road 68 across from the intersection with Kau Trail Road into 213 lots. The project will be built in three phrases and consist of 145 single-family homes and 34 duplexes. The development will include right of way dedication, utility easements and a roadway connection between Road 84 and Road 68. The project is zoned low-density residential and medium-density residential.
Pasco
David Grego has submitted plans to create eight lots from two parcels north of East A Street and southwest of Highway 12 through the binding site plan process. Associated site improvements will include land clearing, the extension of a private road within a 60-foot-wide access easement, the installation of perimeter fencing, and the extension of city utilities to each lot line.
The proposal is to prepare and market individual lots for future development. Any vertical construction or site-specific improvements will be permitted separately by the eventual lot purchasers.
Franklin County
Estate of Galen Rottinghaus has submitted plans to rezone the 35.4-acre parcel south of West Vineyard Drive, west of Highway 395 and east of North Railroad Avenue from agricultural production to light industrial.
