

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
West Richland
Frank Tiegs LLC has submitted applications to amend the Comprehensive Plan and Zoning Code for the Lewis & Clark Ranch. The ranch includes over 7,600 acres within the city limits. Currently, the land is used for farming, but plans call for its transition from agriculture to urban uses over time. The area will need infrastructure improvements such as new roads, sewer systems and water lines, as well as facilities like parks and schools. The landowner’s proposed changes will help clarify how the ranch will develop.
The land will be developed in phases, with the first phase happening on about 750 acres in the southeast corner of the ranch. The ranch is in the northwestern half of the city of West Richland, between the Yakima River and Ruppert Road. The property is south of the Yakima River, south of East McWhorter Lane, north of Ruppert Road, west of North Harrington Road and west of the intersection of Ruppert Road and Highway 224, with much of the western boundary bordering the Yakima River.
West Richland
Michelle Heide and Kacy Jones have applied for a conditional use permit to operate a day care facility at 1709 Crab Apple Circle. The proposed project includes minor remodeling of an existing single-family home to operate a day care center. The property is zoned medium density residential, in which day care centers are conditional uses.
Benton County
Fischer Construction Group has submitted plans for a 131,725-square-foot building addition to River Point Farms’ existing facility at 184301 S. Plymouth Industrial Road. The project is a new onion grading and bagging facility and will include associated truck loading dock, employee parking, 61,200 cubic yards of grading and utilities.
Benton County
Jens Rasmussen has submitted plans to grade about 2,500 cubic yards and build a 24,373-foot-long pipeline with booster stations. A 60,000-gallon reservoir will be built to connect to an existing water line and a dedicated industrial water line to Plymouth Industrial Park will be installed. The project will take place on properties in the Plymouth area along Christy Road, just north of the Columbia River.
West Richland
Inland Group LLC has submitted plans to build a multifamily residential development at the intersection of Belmont Boulevard and Kona Drive. The project will include 264 units across 11 apartment buildings, a clubhouse, pool, access drives, parking and associated infrastructure, and the 13.5-acre property is zoned multifamily residential.
Kennewick
The city of Kennewick has submitted plans to install 277 linear feet of 24-inch PVC storm pipe and two storm drains at Canyon Lakes Golf Course.
Richland
The city of Richland’s public works department has submitted plans to remove the existing plaza lookout area and existing basalt columns at 480 Columbia Point Drive. Woven filter geotextile, gravel backfill, Redi-Rock blocks, concrete surfacing and a steel handrail will be installed.
Richland
Clearspan Steel LLC has submitted plans to build a 12,000-square-foot pre-engineered metal building with two tenant spaces at both 2574 and 2558 Henderson Loop. The projects will include parking lots and associated site improvements.
Benton County
Russell Thurman has submitted plans to short plat a 3.99-acre parcel southwest of the intersection of South Gum Street and East 23rd Avenue in Kennewick into four lots.
Franklin County
Heinen Brothers Inc. has submitted a renewal of a conditional use permit for an existing gravel pit and asphalt batch plant operations at 500 Elm Road, which has been in active use for more than 20 years. There will be no significant changes to the scope, intensity or nature of activities on the site.
Pasco
Big Sky North has submitted plans to subdivide one lot on the west side of Road 68 North near the intersection with Kau Trail Road into 213 lots. The project will be constructed in three phases and will include 145 single-family homes and 34 duplexes, along with right of way dedication, utility easements, and a roadway connection between roads 84 and 68. The project area is zoned low-density residential and medium-density residential.
Pasco
Paul Knutzen has submitted plans to build a 5,400-square-foot addition to the existing dealership service shop at 9610 Sandifur Parkway. The work includes all associated improvements for utilities, drainage and erosion control measures necessary for the project.
Pasco
Robert McLeod has submitted plans to subdivide 140 residential lots in the high-density residential zoning district south of Burns Road and east of Road 68. The development will have single-family detached homes and will be built in two phases. Improvements will include mass grading, public roads, water, sewer, irrigation and the extension of communication and power infrastructure. Three Rivers Drive and Burns Road will be extended along the property’s frontage as part of this proposal, and two public pedestrian pathways are proposed.
Walla Walla County
Oxarc LLC has submitted plans to develop a CO2 rail depot and truck loading facility with associated storage tanks at 336 Grain Terminal Road, Burbank. The property is zoned heavy industrial and is situated on a leased 4.4-acre lot from the Port of Walla Walla.
