
Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Kennewick
Knutzen Engineering has submitted plans to build a 31,000-square-foot business complex with associated site improvements at 9757 W. Clearwater Ave.
Bonneville Power Administration
Bonneville Power Administration is proposing to build a new Weber Canyon Substation next to the existing Ashe-Marion 500-kV line and connect the new substation to BPA’s existing Badger Canyon Substation with a new 18-mile-long 115-kV transmission line. A small portion of the new line would be built with steel monopoles in an existing corridor near Badger Canyon Substation, and the rest of the new line would be built using wood pole structures.
Fiber-optic cable would be added to the new line, as well as other existing transmission lines in the area, to improve operational communication and control. Badger Canyon Substation would be upgraded and reconfigured to incorporate the new transmission line.
The project will improve long-term electric reliability, improve short-term operational flexibility and address system maintenance needs, as well as increasing the amount of electricity BPA can deliver to the area. The project, one of four BPA is proposing in the area, also may help the company to incorporate future generation and line/load interconnection projects in the region.
Benton County
Benton Public Utility Department has submitted plans to build a new Sun Heaven East substation and 4.5 miles of 115 kV overhead transmission line using 70-to-80-foot monopoles. The project is in the Prosser area, and the transmission line will run parallel to the west side of Travis Road, starting two miles south of the intersection with Tyrrell Road and continuing one mile north of that intersection. The transmission line will continue west along a private farm road for 1.5 miles and terminate at the proposed substation.
West Richland
The city of West Richland Public Works Department is planning to expand its water system by constructing Well No. 12 at 2259 Cooperative Way. The new well would increase the potable water supply in the area to meet the growing demand from the city’s expanding population. The well site will be enclosed by fencing and include an unlined pump-to-waste pond, a lined evaporation pond, a parking area and a 16-foot by 28-foot well house.
West Richland
The city of West Richland Public Works Department has submitted plans to place embankment fill in a section of the pond at 5602 Glenbrook Loop as part of the preparations for widening Keene Road. A new pumping system will be installed to replace the existing one to ensure effective management of water levels.
Benton County
John Thornton has submitted plans to short plat a 2.24-acre parcel at 100904 E. Vaca Road, Kennewick, into two lots.
Richland
Bryan Woodruff has submitted plans to build a 15,000-square-foot pre-engineered metal building addition to an existing building at 2701 Salk Ave. Associated site improvements will include a gravel yard and storm drainage system.
West Richland
Nicole Robinson has submitted plans to plat 4.4 acres into 42 parcels and six tracts. The property, north of Fallon Drive and east of North 46th Avenue, is zoned multifamily residential. The proposed subdivision will be completed in two phases and will include associated improvements.
Franklin County
Peter Harpster has submitted plans to develop four parcels totaling 79.03 acres as a planned unit development divided into 94 single-family lots. The site is east of Columbia River Road and south of Giesler Road and is zoned rural community 1, which specifies a minimum lot size of 1 acre per lot.
Franklin County
Kerry Volland has submitted plans to build a 54,500-square-foot treatment facility on Lamb Weston’s existing property at 960 N. Glade Road, Pasco. The treatment facility will enable Lamb Weston to treat its process wastewater so that it can be reused within the facility and reduce nutrients in the process water. The property is 70 acres, and the proposed improvements will impact about six of those acres. The project will occur in phases, starting with grading.
Pasco
Travis Coulter on behalf of Co-Energy has submitted plans to build a 6,000-square-foot reinforced concrete tank pad and four underground fuel storage tanks and associated fueling equipment along California Avenue between East Salt Lake Street and East Superior Street. The tanks will be 30,000 gallons each.
Pasco
Joe Hampton of MMEC Architecture & Interiors has submitted plans for a building with a 9,996-square-foot ground floor and an 8,520-square-foot second floor south of Highway 182 and east of Road 68. The building will include open office space, offices, break rooms, and small and large conference rooms, and 75 parking stalls and associated landscaping will be provided on-site.
