

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Kennewick
Knutzen Engineering has revised its plans for the 125,000-square-foot expansion of the Three Rivers Convention Center. In a previous SEPA filed, plans called for the expansion to be 111,000 square feet. The project includes a 126,000-square-foot hotel and retail buildings and 392 parking stalls.
Benton County Clean Air Agency
ATI Richland Operations has submitted a proposal to install a baghouse to control existing electron beam furnace emissions. The project requires approval from the Benton County Clean Air Agency.
West Richland
Tri-County Partners Habitat for Humanity has submitted plans to divide 2.55 acres along the west side of Champion Avenue south of Mt. Adams View Drive into 18 parcels with an average lot area of 4,212 square feet. The property is zoned medium density residential and the proposed subdivision will be completed in one phase.
Benton County
Jason Simmons has submitted plans to short plat a 35-acre parcel north of the intersection of Old Inland Empire Highway and Knox Road in Benton City into four lots.
West Richland
Belmont Meadows LLC has submitted plans for a multifamily development at 455 Belmont Blvd. It will include three buildings with 211 total units, rental offices and recreation space.
Richland
Clover Planning and Zoning LLC has submitted an application for a special use permit to develop a drive-thru coffee stand at 1308 Lee Blvd. The building would be about 600 square feet with a small patio area. The project will include parking stall restriping, drive aisles, patio seating and landscaping.

Story Family Five LLC has submitted plans to rezone 1004 Sirron Ave. from suburban agriculture to low-density residential and subdivide the more than 29-acre site into 74 residential lots and several non-buildable tracts.
Richland
Hayden Homes has submitted plans to subdivide a 7.78-acre site at 2725 Steptoe St. into 63 residential lots. The preliminary plat application also includes a deviation request to reduce rear-yard setbacks for 38 lots from 25 feet to 15 feet.
Benton County
PocketiNet Communications has submitted plans to build two new 50-foot wooden utility poles inside an existing 90-by-75-foot fenced communication facility south of the intersection of Tara Road and Foxhill Drive in the Benton City area.
Benton County
MasTec Network Solutions has revised plans to build a communication facility at 89303 W. Sellards Road, Prosser. The original request included two 12-by-36-foot equipment shelters; the revision will increase the size of one of the shelters to 23-by-36 feet. The plans also include building one 36-by-58-foot concrete pad and a concrete sidewalk and entry pad.
Benton County
Tri-City Development Corporation has submitted plans to plat 66.36 acres south of Sagebrush Road, west of Clearview Lane and north of Wallowa Road, into 55 lots. The average lot size will be 1.02 acres.
Pasco
Jim McClelland has submitted plans to build three cast-in-place concrete settlement basins for the process wastewater from the neighboring packaging plant at 1505 E. Foster Wells Road and reroute process wastewater lines. In a second phase, four new 68,000-square-foot potato storage buildings will be built, along with required water mains and fire hydrants.
Pasco
Big Sky Developers LLC has submitted plans for a 64,700-square-foot mini storage facility, including 900 square feet of office space west of Kau Trail Road and northwest of Burns Road and Road 68.
Pasco
Paul Knutzen has submitted plans to build a 5,400-square-foot addition to the existing dealership GMC service shop at 9610 Sandifur Parkway. The project includes all associated improvements for utilities, drainage and erosion control measures necessary for the project.
