

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Franklin County
Fisher Construction Group has submitted plans for the first phase of the Lamb Weston Connell facilities demolition and decommission. This phase will remove/demolish the existing 230,000-square-foot potato processing plant at 811 W. Gum St., Connell. The Americold facility and surrounding outbuildings will remain.
All salvageable machinery and plant components will first be removed, then qualified professionals will remove and dispose of all hazardous materials in the building prior to demolition. A rock crusher will be set up on site to crush the existing concrete walls, floors and foundation of the building. The crushed concrete will be stockpiled in the existing parking lot until it can be reused as fill material. A wall will be built at the end of the Americold building and the water line will be rerouted for fire suppression. Utility lines will also be properly capped, abandoned and removed.
The future second phase will involve decommissioning and demolishing the existing pump houses and outbuildings, as well as the wastewater treatment facilities and ponds.
Kennewick
The city of Kennewick has submitted plans to widen pavement for dedicated bicycle lanes, including permanent pavement markings and signage from the roundabout to the Columbia Park Golf Tri-Plex on the east end of Columbia Park at 2701 Paul Parish Drive, about 1.8 miles east of North Edison Street.
WA Department of Natural Resources
Level 3 Communications LLC has submitted plans to overpull fiber-optic cable through existing conduit or utility infrastructure throughout the state, including locations on Columbia and Yakima rivers. No new conduit, attachments, excavation or grading work is proposed.
Kennewick
Harpster Land Development has submitted plans for the preliminary plat of a 37.67-acre parcel at 4501 S. Olympia St. into 213 single-family lots.
West Richland
Knutzen Engineering has requested review of plans to build a two-story restaurant at 2850 Belmont Blvd. The building would be 14,375 square feet – 7,810 square feet on the ground floor and 6,565 square feet on the second floor – and the site is currently zoned commercial general.
West Richland
The city of West Richland Public Works Department has submitted plans for the clearing, excavation and fill to establish subgrades for the future Keene Road widening project. The first phase of the widening project will widen the road from two to four lanes between Bombing Range Road and Belmont Boulevard. Phase two would widen the roadway between Belmont and Highway 224. The city has already secured funding for the first phase and is seeking additional funding for the second phase.

Jesus Garcia has submitted plans to drain existing man-made decorative ponds at 5100 W. Clearwater Ave. with 2,527 cubic yards of fill.

PBS Engineering & Environmental has submitted plans to develop a 54.7-acre site at 9156 W. Hildebrand Blvd. into a 160-lot and 19-tract residential subdivision. The project would include a public road right of way, sidewalks and utility easements.

The city of Kennewick has submitted plans to install stormwater improvements at 6123 Ridgeline Drive and build an infiltration system in the grass field behind the Southridge High School ballfield.
Pasco
Jesus Zepeda has submitted a revised proposal for 47 studio apartments and 18 one-bedroom apartments at 2326 W. A St. The original proposal, which received a determination of non-significance in December 2024, called for 42 two- and three-bedroom apartments.

Thanksgiving Partnership has submitted plans for site grading, a public road with a cul-de-sac turnaround on the east side of North Capitol Avenue, just across the street from the Amazon delivery station. The project also will include extending public utilities and services, building a water main loop with fire hydrants, gravel pads and paved private access roads for outside storage areas of mobile buildings, and constructing a 200-by-200-foot pre-engineered metal building with office and work areas for the maintenance of mobile buildings.

Steven Culbert has submitted a special permit application to grade, place and compact gravel, add a concrete block fence and a commercial driveway, and install landscaping north of East A Street and east of Tierra Vida Lane. The project area is 1 acre and is zoned general business.
Pasco
Peter Harpster, on behalf of Rocky Hills Management LP, submitted plans for a proposed 693-lot single-family detached residential subdivision north of Burns Road, west of Broadmoor Boulevard and south of the future Dent Road. The 156-acre site is made up of 12 parcels. The proposed development includes building single-family detached homes in 10 phases, including associated subdivision improvements such as mass grading, construction of public roads, and the installation of water, sewer, irrigation, communication and power infrastructure. The plans also include two public pedestrian pathways to improve neighborhood connectivity and a 2.25-acre park to be maintained by a homeowners association.
Franklin County
Peter Harpster has submitted plans to subdivide a 53.74-acre parcel west of Fraser Road and north of Short Horn Road along the Columbia River into 38 residential lots with public roads dedicated to the county. The proposed lots will have an average size of 1.13 acres. Utilities will be installed, including connection to the Richview Water System for potable water needs, private irrigation and onsite sewage systems.
Pasco
Visconsi Companies Ltd. has submitted plans for a commercial development east of Broadmoor Boulevard and on either side of Harris Road, north of Interstate 182. The 16.28-acre lot will be developed in multiple phases, starting with grading, utilities, internal roadways and drive aisles, parking areas, landscaping and infrastructure. This phase is expected to begin in the summer of 2026. Future phases will include the construction of multiple commercial buildings, including a hotel, restaurants, a convenience store, a grocery store and more.
