

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Benton County
Deborah McIntyre has submitted plans to short plat a 50.02-acre parcel at 305 Lower County Line Road, Prosser, into four lots.
West Richland
Zook Homes LLC has submitted plans to build a 21-unit apartment complex at 4365 W. Van Giesen St., a 1.65-acre parcel. Site improvements include parking and landscaping. The site is currently zoned downtown mixed-use, in which apartment developments are allowed as a primary use.
West Richland
Ranchland Townhomes LLC has submitted plans for a 30-unit multifamily residential development at the intersection of Paradise Way and Waylon Drive. There will be 11 one-story, 12 two-story and seven three-story homes. The project will include access drives, recreation space, parking and associated infrastructure. The site is zoned multifamily residential.
Kennewick
Clover Planning and Zoning LLC has submitted plans to build a 7,500-square-foot retail store at 311 S. Columbia Center Blvd. The project includes a 4,100-square-foot convenience store with a drive-thru and two additional tenant spaces. A 2,700-square-foot fuel pump canopy covering five fuel pumps also will be built.
Benton County
Knutzen Engineering has submitted plans for a 52,322-square-foot indoor pickleball facility at 107855 E. Detrick PR SE, Kennewick. The project, which is in the interchange commercial zoning district, will include a 131-stall parking lot.
Kennewick
The city of Kennewick Public Works Department has submitted plans to install about 1,737 linear feet of 8-inch PVC water mainline, 1,500 linear feet of 12-inch water mainline, 765 linear feet of 1-inch service lines to existing meters, and four new fire hydrant assemblies with bollards. The project is located generally at 1701 N. Young St. and is in the right of way along West Umatilla Avenue, West Victoria Avenue, West Willamette Avenue, North Colorado Street, North Belfair Street and North Young Street. Trench pavement restoration, concrete sidewalk and curb replacement, landscaping and other work will take place to restore the area.
Energy Facility Site Evaluation Council
Energy Northwest has submitted plans to build two 16,500-square-foot warehouses to support existing facility operations at the Columbia Generating Station, about 12 miles northwest of Richland. The warehouses will be sited on about 0.8 acres of existing graveled area, while about 4.9 acres of previously-disturbed lands adjacent to the graveled area will be used as laydown yards during construction and operation.
Kennewick
Shane O’Neill has submitted plans to rezone 2918 S. Jean St. from residential suburban to residential low-density.
Richland
Ethos Civil has submitted plans to short plat the parcel at 3257 Duportail St. in the Queensgate retail area to create seven new lots, to be used for future commercial development along with associated site improvements, including clearing and grading. The parcel is about 10 acres in size.
According to an attached plan snapshot, the lots are planned to be used for strip retail, a car wash, a quick oil change service and a high frequency quick service restaurant.
Kennewick
PBS Engineering & Environmental has submitted plans to develop a 54.7-acre site into a 161-lot and 12-tract residential subdivision with public road right of way, sidewalks and utility easements at 9156 W. Hildebrand Blvd., east of Bob Olson Parkway and South of West 12th Avenue.
Benton City
Knutzen Engineering has submitted plans for a 46-lot residential subdivision at 400 Carol Ave., a 12.41-acre undeveloped parcel. Construction will be broken into two phases. Improvements will include mass grading, public roads, public water, public sewer, public irrigation and the extension of communication and power facilities. The developer will be required to make half street improvements to Carol Street abutting the proposed parcel for development.
Pasco
Patrick Beggs, on behalf of Arc West Welding, has submitted plans to build an 11,250-square-foot fabrication shop with a 2,400-square-foot office and storage structure west of Dietrich Road and northeast of North Commercial Avenue.
Franklin County
K and K Ag LLC has submitted plans to rezone a 49.06-acre parcel northwest of Fir Road in Eltopia from agricultural production to rural community.
Pasco
Nick Bonnington of Knutzen Engineering has submitted plans for the proposed Desert Bloom subdivision on 18.58 acres south of Burns Road in between Shoreline Road and Broadmoor Boulevard. The total number of lots has been reduced from 146 single-family residential lots to 122. Improvements include mass grading, construction of public roads, installation of public water, sewer and irrigation infrastructure, and the extension of communication and power utilities. Public pedestrian pathways are also proposed to provide internal connectivity throughout residential blocks.
Circle C Quarry LLC has proposed an amendment to its conditional use permit, adding 6.58 acres to an existing 90.5-acre basalt quarry southeast of Wallula Junction at 28565 U.S. Highway 12, Wallula. The expansion will accommodate a new stockpile area.
