

Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia.
The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties.
Here’s a look at projects that appeared in the SEPA register in the past month.
Prosser
Harms Engineering on behalf of Stan Nuxall of Green Plan Construction has submitted plans to plat a parcel at 205 W. Old Inland Empire Highway into 84 lots. A portion of the land will be rezoned from residential to commercial. The development will be mixed-use, including townhomes, commercial space and multifamily housing with publicly dedicated utilities and roadways. There will also be landscaped vegetation, improvements along Wine Country Road and a proposed connection to Mustang Estates via Scott Road.
Richland
RPS Planning Consultant LLC has submitted plans to rezone 4450 Jasper St. from suburban agriculture to low-density residential and subdivide an about 10-acre site into 31 new residential lots and multiple tracts.
West Richland
Jessica Pierce of Ryka Consulting has applied for a conditional use permit to build and operate a wireless communication facility north of Keene Road across from Chargers Court. The project would include building an 80-foot-tall monopole in a 21-by-46-foot fenced compound with associated site improvements. The site is zoned commercial light industrial and commercial general, in which wireless communication facilities are conditional uses.
West Richland
Ranchland Townhomes LLC has submitted plans to build an 11-unit townhome development at the southeast corner of West Van Giesen Street and Paradise Way. The proposed project will include 30 units with associated site improvements. The site is zoned multifamily residential, in which townhome developments are allowed as a primary use.
West Richland
7HA Family LLC has submitted plans to grade a 31-acre parcel east of Keene Road and south of Paradise Way and West Van Giesen Street. The site is zoned commercial light industrial, and the project will involve moving about 260,000 cubic yards of material.
West Richland
Belmont Blvd LLC has submitted plans to grade the property at 145 Belmont Blvd. and develop a convenience store, gas station, drive-thru coffee shop and associated site improvements. The site is zoned commercial general.
Pasco
The Pasco School District has submitted a special permit application to replace and reorient the existing softball field at Pasco High School, 1108 N. 10th Ave., and add new sports-oriented buildings and field lighting.
Pasco
Pasco School District has submitted a special permit application for the placement of up to 14 new portable classrooms at three different schools. The new structures will serve exclusively as additional classrooms. Columbia River Elementary School at 9011 Burns Road will have four portable classrooms; Reynolds Middle School at 9507 Burns Road will have six portable classrooms; and Three Rivers Elementary School at 3901 Road 84 will have four portable classrooms.
Franklin County
Ruby Ridge Dairy has submitted plans to build a 106-by-560-foot free stall barn for cows at 770 Bengen Lane, Pasco. A second free stall barn of the same size is planned to be built in the future for the same purpose. As part of the project, an old milking parlor will be demolished and the site location will be graded.
Pasco
Luke Randles with Pacland has submitted plans to develop a 14.49-acre parcel at the southeast corner of Burden Boulevard and a future Road 76 overpass. The proposal includes a 148,000-square-foot retail building with associated parking, drive aisles, pedestrian walkways, landscaping, utilities and stormwater management facilities.
The proposed project is estimated to generate 5,398 net new weekday daily trips and 6,612 net new Saturday trips.
Franklin County
Harpster Land Development has submitted an application for the renewal of a previously approved conditional use permit at 2460 Fraser Road, Pasco. The previous permit covered the construction of a driveway and parking area, one booster station, two reservoir tanks, fencing, two wells, a backup generator, water pipes and underground irrigation canal.
Under the renewal permit, the proposal also includes the expansion of the service area of the system and the installation and construction of piping to serve these areas. The number of approved connections will not increase.
