Documents filed under Washington’s environmental review process reveal a list of projects in the works for the Mid-Columbia. 

The State Environmental Policy Act, or SEPA, often provides the first look at the mixed-use projects, mini-storage facilities, apartments, industrial expansions, subdivisions and more that are working their way through the various planning departments of Benton, Franklin and Walla Walla counties. 

Here’s a look at projects that appeared in the SEPA register in the past month.  

Sunny Meadows fill plan

Kennewick

Knutzen Engineering has submitted plans to place and move 5,000 cubic yards of fill dirt at various locations on the property at 240 E. 49th Ave. A future single-family residential subdivision is planned for the property.

Parrish short plat

Benton County

James and Charlene Parrish have submitted plans to short plat a 16.64-acre parcel at 3310 S. Griffin Road, Prosser, into three lots. The proposal would create two 5-acre lots and a 6.64-acre lot.

Sterling Heights preliminary plat

Richland

Core States Group Inc. (formerly Barghausen Consulting Engineers Inc.), on behalf of Sterling Heights Properties LLC (formerly Sundance Capital 401K Plan, et al.) and James Sterling, has filed a preliminary plat application to subdivide a 97-acre site into 95 residential lots, six tracts designed for open space and three tracts for related infrastructure improvements. The property is south of Interstate 182, east of Dallas Road, and west of Strawberry Lane.

Bob Olson Parkway grading

Kennewick

Bauder-Young Properties LLC has submitted plans to cut and fill to level and grade 7.16 acres at 8637 Bob Olson Parkway. About 38,750 cubic yards will be graded.

Tidewater butane blending system

Franklin County

Tidewater Transportation Lines and Terminals has submitted plans to build a butane blending system at the Tidewater Snake River Terminal at 671 Tank Farm Road, Pasco. The system will allow butane to be blended into gasoline storage tanks for delivery from the terminal through the existing petroleum truck loading rack. Butane will be received by railcar, offloaded into a delivery truck and transported a short distance to be loaded into a 30,000-gallon pressure vessel to be stored for blending into above-ground gasoline storage tanks. An existing railcar tower will be repurposed to allow access to the top of railcars when butane is received into the delivery truck. A prefabricated butane transport unloading skid will be installed at the pressure vessel to allow offloading and blending butane.

Alford rezone

Franklin County

James Alford has submitted plans to rezone two parcels from agricultural production 20 to industrial.

Sandifur mixed use

Pasco

Nathan Machiela has submitted plans for the development of four parcels north of Sandifur Parkway and between Road 92 and Road 90. The parcels will be developed with 281 multifamily units and seven commercial buildings totaling 22,300 square feet. The proposal includes all associated site improvements.

REKK warehouse

Pasco

John Fetterolf has submitted plans to develop a 30,000-square-foot warehouse with an office, parking lot and associated site improvements southwest of the intersection of Commercial Avenue and Dietrich Road.

Port of Pasco railroad extension

Pasco

The Port of Pasco has submitted plans to build a new railroad lead track of about 5,800 feet to service the Reimann Industrial Center north of the Interstate 182 and Highway 395 interchange and west of North Railroad Avenue. The track extends from a new connection point in the BNSF Pasco facility east yard to a termination point along the east side of the RIC property. The project also includes the installation and removal of connection switches, extension of an existing culvert, reconfiguration of existing access roads, temporary staging and access areas, and associated site improvements.

Burbank infrastructure work

Port of Walla Walla

The Port of Walla Walla is planning to build additional infrastructure improvements along Grain Terminal Road west of Second Avenue at its Burbank Industrial Park. The project will involve building and paving about 2,750 linear feet of new roadway to allow for increased access to the Burbank Industrial Park and improvements to the existing high dock for riverboat access. Additional improvements include the design of a wastewater system for offloading septic waste to a pump to the existing wastewater system. A new lift station at the high dock will connect to the existing wastewater line currently conveying wastewater from the existing lift station under the Snake River to connect to the city of Pasco’s wastewater system. Streetlight installation at intersections and near the high dock is also proposed.
